  Our guest was Oakdale City Manager, Steve Hallam. Steve's program was very informative saying this was an interesting and a challenging time for the City of Oakdale. We have ventured deeply into the "regional thinking mode" and the idea that Oakdale can be insulated from other issues and problems facing other cities simply is unrealistic. There is much more industrial growth in our future, with more need for retail stores on the west side. Our City does not show a "leakage" in grocery sales, so it may be awhile before another grocery outlet is built. New growth will have to pay its way through revenue producing Community Facilities Districts to over the costs of fire and police services. Steve said that losing Hershey's is not expected to be a significant "direct" impact on the City budget because the plant generated no "business to business" sales tax and only contributed $138,000 a year in property taxes. He also said that Oakdale was the highest per capita sales tax revenue producer in the County. He did note that for third quarter of this past fiscal year Oakdale's sales tax had slipped almost 5 percent, while Riverbank's sales tax has increased more than 25%, reflecting the shift of purchasing to the Crossroads Shopping Center. Other facts he shared: Our population is now 18,600; 75% of our $8.8 million discretionary funds (tax dollars) go to police and fire costs; and, our sales tax revenue was the highest contributor at $2.6 million. For the future: We'll keep our own police force,build environmentally friendly homes, and, yes, annex property into the City before the County does something that just might......well....make things tougher. Interesting program with many more to come.
